If you want to make a custom map that has them then yea, but I am pretty sure if you try to modify the interface for the game itself, a checksum will show up and they will repair it before letting...

Stack the buttons then give them the respective requirements. Make it so when one level is gained the other is hidden.

Damage effect shouldn't change if you duplicate it, but if you want impact art you are going to have to copy the actor as well, that might have complications depending on the type of weapon.
